Job Brief:Our client is seeking an accomplished Chief Executive Officer (CEO) to provide overall executive leadership and strategic direction for a diversified modular construction and rental business.
The role is responsible for ensuring sustainable growth, operational excellence, financial performance, and rigorous control of project, asset, safety, legal, and reputational risks across all jurisdictions of operation.
The CEO serves as the ultimate executive authority, accountable for business results, compliance, and organizational integrity, and acts as the principal link between the Board of Directors and executive management.
This is a statutory, fiduciary, and risk-accountable senior leadership position based at Group Headquarters, with frequent travel to construction sites, factories, yards, and international operations.
Key Relationships:- Board of Directors & Chairman – Strategy approval, risk oversight, fiduciary accountability
- Group Executive Leadership (COO, CFO, CHRO, Commercial Director, Industrial/Factory Heads) – Operational execution, financial control, people, and safety governance
- Subsidiary General Managers & Country Heads – Project delivery, local compliance, and P&L performance
- Major Clients (Government, semi-government, EPC contractors, event authorities) – Contractual risk, performance guarantees, and service continuity
- Regulatory & Licensing Authorities – Construction permits, safety, labor, and environmental compliance
- Insurance Providers & Brokers – CAR, PL, WC, fleet, professional liability, and asset coverage
- Banks & Financial Institutions – Guarantees, bonding, working capital, and project finance
- Legal Counsel & External Auditors – Claims, disputes, contract enforcement, and governance assurance
- Strategic Suppliers & Subcontractors – Capacity, quality, delivery, and dependency risk
Job Responsibilities: Strategic Leadership & Governance- Define and execute long-term strategy across construction and rental business lines in line with Board-approved objectives.
- Establish clear governance frameworks, authority matrices, and escalation protocols.
- Translate strategic goals into executable operational and commercial plans.
- Ensure alignment between headquarters, subsidiaries, factories, and project operations.
- Lead the Group’s digital transformation agenda, including ERP, project controls, factory automation, and data governance.
- Ensure cybersecurity, system resilience, and data integrity across all business units.
- Identify and evaluate new markets, verticals, and business models.
- Lead mergers, acquisitions, joint ventures, and strategic partnerships.
- Present investment cases and risk profiles to the Board.
- Oversee the integration of acquired entities and businesses.
Construction & Project Risk Management- Oversee all major construction projects to ensure compliance with contractual obligations, timelines, quality standards, and cost controls.
- Approve high-value contracts, variations, and claims within delegated authority.
- Ensure proactive management of delay risks, liquidated damages (LDs), and dispute resolution.
- Enforce compliance with engineering standards, building codes, and local regulations.
- Establish and maintain a Group-wide Enterprise Risk Management (ERM) framework covering operational, financial, legal, HSE, and reputational risks.
Rental & Asset Management Oversight- Govern the utilization, deployment, and lifecycle management of tents and mobile hall assets.
- Ensure operational readiness for large-scale events and temporary installations.
- Mitigate risks related to asset damage, misuse, weather exposure, and third-party liability.
- Drive asset ROI, utilization efficiency, and controlled capital expenditure.
Health, Safety & Environmental (HSE) Leadership- Act as executive sponsor for HSE culture and policies.
- Ensure implementation of zero-tolerance safety standards across all sites, factories, yards, and installations.
- Oversee incident management, investigations, corrective actions, and regulatory reporting.
- Ensure adequate training, PPE, and safety compliance at all operational levels.
Financial & Commercial Accountability- Hold full P&L accountability across construction and rental operations.
- Oversee budgeting, forecasting, cash flow management, and capital allocation.
- Manage exposure related to guarantees, bonding, retention, credit terms, and working capital.
- Approve pricing strategies, major bids, and commercial commitments.
- Define and enforce a unified Group performance framework covering operational, financial, safety, and asset-utilization KPIs.
- Chair monthly performance reviews and ensure execution of corrective actions.
Legal, Compliance & Reputation Management- Ensure compliance with labor laws, licensing requirements, and regulatory frameworks.
- Oversee legal disputes, arbitration, contract enforcement, and claims management.
- Protect corporate reputation through ethical leadership, compliance, and crisis management.
- Act as the primary executive interface with regulators, auditors, insurers, and legal advisors.
People & Organizational Leadership- Lead, appoint, and evaluate senior executives and General Managers.
- Develop leadership pipelines and succession plans.
- Promote accountability, performance discipline, and ethical conduct.
- Align performance management, incentives, and risk exposure.
Board Governance & Reporting- Prepare Board-grade summary reports.
- Maintain Decision Authority Matrix covering:
- Contract approval thresholds
- Capex authority
- Senior executive hiring and termination
- Litigation settlement limits
Annual Deliverables- 3–5 year strategic plan
- Annual operating plan and budget
- Annual risk report
- Succession plan for all C-level roles
Board Interaction Model- Manage frequency of Board reporting
- Participate in relevant committees
- Maintain emergency escalation protocols
