Job Brief:

We are seeking an experienced HSE Manager to lead and manage the Health, Safety and Environmental (HSE) performance of assigned projects, ensuring compliance with Company policies, client requirements, and applicable regulations.

The role is responsible for managing HSE risks, preventing incidents, and promoting a strong safety culture throughout the project lifecycle.

Job Responsibilities:

  • Actively champion and promote the Company's Quality, Health, Safety, and Environmental (QHSE) culture, ensuring full compliance with corporate, client, and regulatory requirements across all project activities.
  • Provide strategic HSE leadership and direction to the project team, ensuring HSE requirements are integrated into planning, engineering, procurement, construction, testing, commissioning, and handover phases.
  • Develop, implement, and maintain the Project HSE Management Plan, procedures, standards, objectives, targets, and Key Performance Indicators (KPIs) aligned with project and Client goals.
  • Lead, mentor, and manage the project HSE team, including HSE Engineers, Officers, Inspectors, and Lifting Appointed Person, ensuring effective deployment of resources and consistent application of HSE standards.
  • Serve as the primary HSE interface with clients, consultants, regulatory authorities, subcontractors, and senior management on all project HSE matters.
  • Provide visible HSE leadership through regular site visits, executive safety walkthroughs, leadership engagements, and participation in critical risk reviews.
  • Oversee the review and approval of risk assessments, method statements, Permit-to-Work (PTW), lifting plans, emergency response plans, safe systems of work, and project-specific HSE procedures.
  • Lead the identification, assessment, and control of significant project risks, with particular focus on Serious Injury and Fatality (SIF) prevention and critical risk management.
  • Ensure effective governance of high-risk activities, including excavation, lifting operations, confined space entry, work at height, electrical systems, pressure testing, heavy equipment installation, energization, and commissioning activities.
  • Provide assurance that Isolation, Lock-Out/Tag-Out (LOTO), energization, testing, commissioning, operational readiness, and handover activities are executed in accordance with approved safety requirements.
  • Lead the investigation of accidents, incidents, high-potential near misses, property damage events, and non-conformities, ensuring robust root cause analyses and effective corrective actions.
  • Monitor, evaluate, and drive continual improvement in project HSE performance through audits, inspections, compliance reviews, trend analyses, and proactive intervention programs.
  • Ensure subcontractor and supplier HSE management systems, resources, competencies, and performance meet project and contractual requirements.
  • Direct emergency preparedness and emergency response drills to ensure project readiness for credible emergency scenarios.
  • Prepare and present executive-level HSE performance reports, risk reviews, strategic initiatives, and improvement recommendations to Project Directors, senior leadership, and client representatives.
  • Promote a proactive safety culture through workforce engagement, behavioral safety programs, learning teams, lessons learned implementation, and continuous improvement initiatives.
  • Support project leadership in achieving Incident and Injury-Free (IIF) performance while ensuring compliance with legal, contractual, and corporate governance requirements.

Job Requirements:

  • Bachelor’s Degree in Occupational Health & Safety, Environmental Science, Engineering, or a related discipline.
  • NEBOSH International General Certificate.
  • Additional HSE qualifications such as IOSH, OSHA, ISO 45001 Internal Auditor, etc., are preferred.
  • Minimum 10 years of HSE experience in construction, infrastructure, utilities, or EPC projects.
  • Minimum 5 years in a supervisory or managerial HSE role.
  • Experience in sewerage networks, pumping stations, utilities, or infrastructure projects preferred.
  • UAE experience preferred.
  • Knowledge of UAE HSE legislation and regulatory requirements.
  • Knowledge of ISO 45001 and ISO 14001 Management Systems.
  • Strong knowledge of risk assessment and hazard management.
  • Knowledge of Permit-to-Work (PTW), isolation, and LOTO requirements.
  • Experience in incident investigation and root cause analysis.
  • Knowledge of HSE auditing and compliance monitoring.
  • Knowledge of emergency preparedness and response.
  • Experience with high-risk construction and electrical safety controls.
  • Strong leadership and team management skills.
  • Experience in subcontractor HSE management.
  • Strong client and stakeholder management skills.
  • Strong HSE reporting and presentation skills.
  • English language proficiency is mandatory.
  • Arabic language skills would be advantageous.
