Job Brief:

Our client is seeking a qualified and motivated Instrumentation & Control (I&C) Engineer to support the engineering, procurement, installation, testing, commissioning, and handover of water and wastewater pumping station projects. The successful candidate will coordinate with clients, consultants, subcontractors, vendors, and internal project teams to ensure all instrumentation and control works are executed in accordance with contract requirements, project specifications, applicable international standards, and approved project schedules.

The ideal candidate will have experience in water, wastewater, pumping stations, or industrial EPC projects, with strong technical knowledge of PLC, SCADA, industrial automation, and commissioning activities. Job Responsibilities:

  • Review contract specifications, drawings, Bills of Quantities (BOQs), and employer requirements related to instrumentation and control systems.
  • Prepare and review material submittals, technical submittals, method statements, Inspection and Test Plans (ITPs), risk assessments, and commissioning procedures.
  • Prepare and review P&IDs, instrument lists, I/O lists, cable schedules, loop drawings, hook-up drawings, termination drawings, control system architecture, and instrument datasheets.
  • Coordinate engineering activities with electrical, mechanical, civil, and process disciplines to ensure proper system integration.
  • Review vendor drawings and technical documentation for PLC, SCADA, HMI, field instrumentation, analyzers, control panels, and communication systems.
  • Coordinate with automation system suppliers for PLC, SCADA, HMI, telemetry, communication networks, and third-party system integration.
  • Support procurement activities by reviewing technical offers, responding to technical queries, and participating in vendor evaluations where required.
  • Supervise the installation of field instruments, control panels, junction boxes, cable trays, instrumentation cables, fibre optic systems, and associated equipment.
  • Monitor subcontractor performance and ensure compliance with approved drawings, project specifications, quality requirements, and HSE procedures.
  • Coordinate inspections with clients, consultants, and relevant authorities, ensuring timely closure of inspection comments.
  • Perform loop checking, point-to-point testing, calibration verification, functional testing, Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), pre-commissioning, commissioning, and performance testing where applicable.
  • Coordinate plant start-up activities and provide technical support during testing, commissioning, and operational handover.
  • Prepare punch lists, monitor snag rectification, and ensure timely closure of outstanding works before project handover.
  • Prepare as-built drawings, operation and maintenance documentation, testing records, and commissioning reports.
  • Participate in progress meetings and provide regular updates on engineering, procurement, installation, and commissioning activities.
  • Ensure full compliance with company quality management systems, project procedures, and HSE requirements throughout project execution.

Job Requirements:

  • Bachelor's Degree in Instrumentation Engineering, Electrical Engineering, Control Engineering, or a related engineering discipline.
  • 5-7 years of relevant experience in instrumentation and control engineering.
  • Experience in water, wastewater, pumping stations, or industrial EPC projects is preferred.
  • Practical experience with PLC, SCADA, HMI, and industrial automation systems.
  • Good understanding of industrial communication protocols, including Modbus, Profibus, Profinet, Ethernet/IP, and OPC.
  • Familiarity with international standards such as IEC, ISA, and applicable project quality standards.
  • Ability to review engineering drawings, technical specifications, and vendor documentation.
  • Good communication, coordination, and problem-solving skills.
  • Ability to work independently while effectively managing multiple priorities and project deadlines.
  • Experience with water transmission, pumping stations, or wastewater treatment projects will be an advantage.
  • Experience in testing and commissioning PLC/SCADA and instrumentation systems will be an advantage.
  • Experience integrating PLC/SCADA systems with pump controls, Variable Frequency Drives (VFDs), surge protection systems, and utility SCADA networks will be an advantage.
  • Experience coordinating with utility authorities, consultants, and EPC contractors will be an advantage.
  • Knowledge of MCCs, VFDs, flowmeters, pressure transmitters, level instruments, analyzers, motorized valves, and intelligent field devices will be an advantage.
  • Familiarity with document management systems and project management procedures.
  • UAE experience and knowledge of DEWA standards will be an advantage.
  • Proficiency in Microsoft Office Suite and AutoCAD is required.
  • Experience using PLC/SCADA engineering software and Document Management Systems will be an advantage.
