Job Brief:
We are seeking an experienced Operations Head to lead the overall EPC (Engineering, Procurement, and Construction) department by driving business development, project acquisition, and operational excellence. The role ensures the successful pursuit of new opportunities, seamless transition from development to execution, and efficient delivery of EPC projects within time, cost, quality, and safety parameters.

Job Responsibilities:
1. Business Development & Strategy
  • Identify, develop, and pursue new EPC/Civil/MEP opportunities in line with company strategy.
  • Build and maintain strong relationships with clients, consultants, and stakeholders.
  • Oversee tendering, bid preparation, and submission, ensuring competitive and compliant proposals.
  • Negotiate contracts and commercial terms with clients and partners.
  • Provide market intelligence, competitor analysis, and future growth strategies.
2. Project Development (Pre-Award)
  • Review project requirements, scope of work, and technical specifications.
  • Coordinate feasibility studies, risk assessments, and execution strategies for proposals.
  • Approve technical and commercial submissions before client delivery.
  • Align internal teams for seamless bid preparation.
3. Operations & Project Execution (Post-Award)
  • Oversee overall EPC/Civil/MEP project delivery, ensuring compliance with contractual obligations.
  • Monitor progress, budgets, and schedules across all projects.
  • Ensure timely procurement and logistics of materials, equipment, and services.
  • Resolve escalated technical, contractual, or site issues.
  • Drive productivity, efficiency, and profitability in execution.
4. Financial & Commercial Management
  • Set and monitor department budgets, project cash flows, and forecasts.
  • Approve project cost estimates, claims, variations, and final settlements.
  • Ensure optimum resource allocation and cost control.
  • Track revenue realization from projects against company targets.
5. Leadership & Team Management
  • Lead and manage development and operations teams (tendering, project managers, engineers, etc.).
  • Foster collaboration between business development and execution teams.
  • Conduct regular performance reviews and implement development plans.
6. Client & Stakeholder Management
  • Act as the senior point of contact for all EPC clients.
  • Ensure effective communication and reporting to stakeholders at all stages.
  • Resolve disputes, manage expectations, and maintain client satisfaction.
7. Governance, Compliance & HSE
  • Ensure adherence to company policies, legal requirements, and contract conditions.
  • Oversee implementation of Health, Safety & Environmental (HSE) standards across projects.
  • Promote a culture of compliance, ethics, and continuous improvement.
8. Reporting & Management Interface
  • Report regularly to top management on department performance, opportunities, risks, and forecasts.
  • Provide inputs for strategic decisions regarding new markets, investments, and partnerships.
Job Requirements:
  • 10–20 years of similar experience in KSA.
  • B.Tech / M.Tech in Civil, Electrical, or Mechanical Engineering.
  • Strong leadership, business acumen, and operational expertise.
  • Proven track record in EPC/Civil/MEP project acquisition and delivery.
  • Excellent negotiation, communication, and relationship-building skills.
  • Ability to manage cross-functional and multicultural teams.
  • Strong knowledge of contracts, financials, and project controls.
  • Decision-making ability under pressure.
