Job Brief:

Our client is hiring for a Planning Engineer job in Dubai to develop, monitor, update, and control project schedules for civil and structural steel construction projects. The successful candidate will be responsible for construction planning, project scheduling, progress monitoring, delay analysis, resource forecasting, and reporting to ensure projects are completed within the contractual time frame. The role will also involve providing timely project information and planning reports to support effective management decision-making.

Job Responsibilities:

  • Prepare baseline construction programmes using Primavera P6 or equivalent planning software.
  • Develop detailed Work Breakdown Structures (WBS) for project activities.
  • Establish project milestones, critical paths, and activity sequences.
  • Prepare procurement, fabrication, and construction schedules.
  • Develop recovery and acceleration programmes when required.
  • Ensure schedules comply with contractual requirements.
  • Monitor project progress against approved baseline schedules.
  • Conduct regular site visits to verify actual progress.
  • Update project schedules based on site progress and project developments.
  • Identify delays, constraints, and potential schedule risks.
  • Track critical and near-critical activities.
  • Recommend corrective and preventive actions to maintain project timelines.
  • Monitor steel detailing, fabrication, delivery, and erection schedules.
  • Coordinate with fabrication workshops to ensure production targets are achieved.
  • Track material procurement and delivery status.
  • Monitor erection sequences and crane utilization plans.
  • Ensure fabrication and erection activities align with overall project milestones.
  • Prepare manpower histograms and resource-loaded schedules.
  • Forecast labour, equipment, and material requirements.
  • Monitor resource productivity and utilization.
  • Identify resource shortages and recommend corrective actions.
  • Assist project management in optimizing resource allocation.
  • Identify project delays and assess their impact on the project schedule.
  • Prepare Time Impact Analyses (TIA) for variations and delays.
  • Maintain records of delay events, disruptions, and hindrances.
  • Support Extension of Time (EOT) claims preparation.
  • Assist commercial and project teams in substantiating delay and disruption claims.
  • Prepare impacted and revised project schedules.
  • Prepare daily, weekly, and monthly progress reports.
  • Develop executive dashboards and project status reports.
  • Prepare S-Curves, manpower reports, productivity reports, and progress charts.
  • Present project status updates during progress meetings.
  • Provide schedule performance indicators and forecasts.
  • Coordinate with project managers, site engineers, QA/QC, procurement, and subcontractors.
  • Obtain progress information from all project stakeholders.
  • Attend coordination and progress meetings.
  • Ensure alignment between construction activities, procurement schedules, and engineering deliverables.
  • Identify schedule-related risks and opportunities.
  • Perform schedule risk assessments.
  • Recommend mitigation measures to minimize project delays.
  • Monitor implementation of recovery plans.
  • Maintain all planning records and schedule revisions.
  • Keep records of approved baselines, updates, and recovery programmes.
  • Archive project planning documents and reports.
  • Maintain logs of delays, variations, and critical project events.
  • Monitor completion activities and handover milestones.
  • Prepare final project progress reports.
  • Assist in preparing as-built schedules.
  • Support project close-out documentation.

Authority & Decision-Making:

The Planning Engineer is authorized to:
  • Recommend schedule revisions and recovery plans.
  • Advise management on project risks and delays.
  • Request progress updates from project teams and subcontractors.
  • Highlight schedule concerns requiring management intervention.

Job Requirements:

  • Bachelor's Degree in Civil Engineering, Construction Management, or a related discipline.
  • Primavera P6 Certification preferred.
  • Minimum 5–10 years of experience in construction planning and scheduling.
  • Experience in civil works, structural steel buildings, industrial facilities, warehouses, factories, or commercial projects.
  • Strong knowledge of project controls, scheduling techniques, delay analysis, EOT and cost claims, and Time Impact Analysis (TIA).
  • Advanced proficiency in Primavera P6.
  • Proficiency in Microsoft Project.
  • Advanced proficiency in Microsoft Excel for reporting.
  • Basic understanding of AutoCAD.
  • Knowledge of Power BI preferred.
  • Knowledge of schedule risk analysis tools preferred.
