Job Brief:We are seeking an experienced and strategic Procurement Manager to lead the procurement and supply chain function for large-scale industrial projects across multiple locations. The ideal candidate will have a strong background in international procurement within the Oil & Gas, Refinery, or Chemicals industry. This role requires deep technical knowledge of project-related materials, strong negotiation and vendor management skills, and the ability to oversee procurement activities across global suppliers.
Job Responsibilities:Procurement Planning- Identify and forecast procurement needs in collaboration with project teams and departments.
- Develop procurement strategies aligned with company goals and project timelines.
- Maintain and monitor a comprehensive procurement plan.
Supplier Management- Source and qualify new vendors globally, especially for Mechanical, Structural, Electrical, Instrumentation, and Telecom items.
- Maintain relationships with key suppliers, ensuring performance and compliance.
- Conduct supplier performance evaluations and manage corrective actions.
Bid Evaluation and Contracting- Prepare and issue RFPs, RFQs, and tender documents.
- Analyze quotations for cost, compliance, and delivery capabilities.
- Negotiate pricing, terms, and delivery schedules with selected vendors.
Purchase Order Management- Create and manage POs in accordance with procurement policies.
- Track PO delivery and resolve discrepancies.
- Coordinate with finance and project teams on PO approvals and budgeting.
Inventory & Logistics Coordination- Work with inventory and warehouse teams to manage stock levels and avoid over/understocking.
- Ensure smooth delivery and receipt of materials at multi-location project sites.
Risk & Compliance Management- Ensure adherence to internal policies, client specifications, and regulatory requirements.
- Maintain all procurement records including contracts, POs, and audit trails.
- Manage supplier-related risks and implement mitigation strategies.
Cost Control & Reporting- Monitor procurement budgets and identify cost-saving opportunities.
- Lead commercial negotiations and cost optimization initiatives.
- Provide timely progress reports and procurement metrics to senior management.
Team & Vendor Oversight- Manage and right-size procurement teams as needed.
- Oversee vendor manufacturing processes and ensure schedule adherence.
- Integrate and collaborate with large project teams across different locations.
Technology & Process Improvement- Utilize ERP tools (e.g., SAP, Oracle, Power BI) for procurement efficiency.
- Recommend and implement continuous improvements in procurement processes.
- Stay informed on industry trends and new procurement strategies.
